มูลนิธิเอ็มพลัส ก่อตั้งในปี พ.ศ. 2546 ภายใต้ชื่อ “โครงการเพื่อชายรุ่นใหม่ใส่ใจสุขภาพ” ได้รับทุนสนับสนุนจาก องค์การเพื่อการพัฒนาระหว่างประเทศของสหรัฐอเมริกา (USAID) จดทะเบียนมูลนิธิเมื่อวันที่ 6 พฤษภาคม 2554 ปัจจุบันเอ็มพลัสเป็นองค์กรระดับประเทศที่มีความเชี่ยวชาญในการจัดบริการด้านการป้องกันเอชไอวีและโรคติดต่อทางเพศสัมพันธ์ การลดการตีตราและเลือกปฏิบัติ โดยใช้นวัตกรรมเพื่อเข้าถึงกลุ่มประชากรหลักในพื้นที่ ประกอบด้วย ชายที่มีเพศสัมพันธ์กับชาย สาวประเภทสอง พนักงานบริการ ผู้ใช้สารเสพติด และเยาวชน เน้นการทำงานเพื่อลดการติดเชื้อเอชไอวีรายใหม่ ลดการเสียชีวิตจากเอดส์ และลดการตีตราและเลือกปฏิบัติจากเอชไอวี/เอดส์และความต่างจากเหตุแห่งเพศ เพื่อให้ประเทศไทยบรรลุเป้าหมายการยุติเอดส์ตามแผนยุทธศาสตร์เอดส์ชาติปี พ.ศ. 2560-2573 มูลนิธิเอ็มพลัสดำเนินงานตามรูปแบบ KPLHS (Key population-led Health Services) การให้บริการที่ “นำโดยชุมชน” ทำให้มั่นใจว่าชุดบริการเป็นไปตามความจำเป็น ตรงตามความต้องการของกลุ่มประชากรที่ได้รับผลกระทบในชุมชน โดยยึดชุมชนเป็นศูนย์กลางภายใต้บริการที่มีคุณภาพตามมาตรฐานของประเทศ ด้วยชุดบริการ R-R-T-T-P-R (Reach-Recruit-Test-Treat-Prevent-Retain) นอกจากนี้เอ็มพลัสได้ร่วมจัดบริการป้องกันการติดเชื้อเอชไอวีก่อนการสัมผัสเชื้อ (Pre-exposure prophylaxis: PrEP) ร่วมกับโรงพยาบาลนครพิงค์ “นครพิงค์โมเดล” ซึ่งเป็นแนวทางการจัดบริการ PrEP ให้ประเทศสามารถนำโมเดลนี้ไปขยายต่อยังพื้นที่ต่าง ๆ
ประสบการณ์การทำงานของมูลนิธิเอ็มพลัสที่จังหวัดเชียงใหม่เป็นรูปแบบการทำงานที่เข้าถึงกลุ่มประชากรหลักได้เป็นอย่างดี ทำให้มีการขยายพื้นที่ไปเปิดมูลนิธิเอ็มพลัส จังหวัดเชียงรายในปี พ.ศ 2560จังหวัดพิษณุโลกในปี พ.ศ. 2561 และจังหวัดนครราชสีมาในปี พ.ศ. 2563 ภายใต้การสนับสนุนงบประมาณจาก USAID, GF (Global fund) และสปสช (สำนักงานหลักประกันสุขภาพแห่งชาติ) นอกจากนี้ เอ็มพลัสยังทำงานร่วมกับภาครัฐและโรงพยาบาลเพื่อจัดกิจกรรมและให้บริการตรวจเอชไอวีในอีก 6 จังหวัดได้แก่ ลำปาง ตาก สุโขทัย อุตรดิตถ์ เพชรบูรณ์ และสุรินทร์
เอ็มพลัสมีความโดดเด่นในการทำงานเชิงรุกเพื่อเข้าถึงกลุ่มประชากรเป้าหมาย สร้างความรู้ ความเข้าใจ ความตระหนัก และแจกอุปกรณ์ป้องกัน ถุงยางอนามัยและสารหล่อลื่น ผ่านกิจกรรมต่างๆ ทั้งการเข้าถึงแบบตัวต่อตัวและแบบกลุ่ม การจัดกิจกรรมรณรงค์ การเข้าถึงคนที่มีความเสี่ยงสูงผ่านสื่อสังคมออนไลน์ และจากกิจกรรมในพื้นที่ต่างๆ ส่งผลให้กลุ่มประชากรเป้าหมายมีทางเลือกในการป้องกันเอชไอวีที่เหมาะกับวิถีชีวิตของตน เข้าถึงการตรวจเอชไอวีและโรคติดต่อทางเพศสัมพันธ์อย่างสะดวก เข้าถึงการรักษาด้วยยาต้านไวรัสทันที
เอ็มพลัสมีเจ้าหน้าที่ชุมชนที่เป็นกลุ่มประชากรหลักที่ผ่านการอบรมและได้รับการรับรองจากกรมควบคุมโรค กระทรวงสาธารณสุข ให้บริการร่วมกับสหวิชาชีพ ได้แก่แพทย์ พยาบาล นักเทคนิคการแพทย์ เภสัช เพื่อให้บริการตรวจเอชไอวีและโรคติดต่อทางเพศสัมพันธ์ฟรี สำหรับประชาชนทุกกลุ่ม ให้บริการรักษาเอชไอวีด้วยยาต้านไวรัสภายในวันเดียวกับที่ทราบผล (Same-day ART ) รักษาโรคติดต่อทางเพศสัมพันธ์ บริการยาป้องกันก่อนการสัมผัสเชื้อเอชไอวี (PrEP) ยาป้องกันเชื้อเอชไอวีหลังการสัมผัสเชื้อ (PEP) เป็นต้น
เอ็มพลัสเป็นองค์กรภาคประชาสังคมแห่งแรกของประเทศไทยที่ขึ้นทะเบียนเป็นหน่วยรับส่งต่อเฉพาะด้านเทคนิคการแพทย์ โดยคลินิกเทคนิคการแพทย์เอ็มพลัสขึ้นทะเบียนในวันที่ 1 ตุลาคม พ.ศ. 2562 และทั้ง 4 ศูนย์ของมูลนิธิเอ็มพลัส ได้รับการขึ้นทะเบียนเป็นหน่วยจัดบริการเอชไอวีและโรคติดต่อทางเพศสัมพันธ์ในชุมชน ภายใต้ระบบหลักประกันสุขภาพแห่งชาติ (สปสช) ให้ “เอ็มพลัส “เป็นพื้นที่ปลอดภัย อยู่ในความรู้สึกและจิตใจของเพื่อนๆ เรา เพื่อให้เอ็มพลัสร่วมสร้างประสบการณ์ความสุขและความทรงจำให้กับทุกคน where community fulfills your happiness …ชุมชนที่เติมเต็มความสุขให้กับทุกคน…”
Mplus was founded in 2004. We are a community-based organization working on sexual health and rights for our target groups. These are:
We work in 10 provinces in north and central Thailand. Our head office is in Chiang Mai with programming based in 4 community sexual health/HIV clinics located in Chiang Mai, Chiang Rai, Phitsanulok and Nakorn Rachasima. Connected to these, we operate mobile clinics in 6 additional provinces in Lampang, Petchabun, Sukhothai, Tak, Uttaradit and Surin
Our strengths lie in policy advocacy, health service delivery and our work with young key populations. We enjoy a strong reputation for our innovations, our use of technology, our communications and our data-driven service delivery. We have strong partnerships with the national and provincial governments where we work.
Each year, together we reach more than 16,000 LGBTQI+ through our various programs throughout Thailand. Of these, approximately 15% are below the age of 18 years. Our work brings us into direct contact with at risk adolescents. It is critical that we have appropriate policies, knowledge and skills to support this population.

Launched an internal HIV Testing service at Drop-In Center (DIC) using a Mobile model in parallel with the referring system to partnering clinics. Adopted a Peer-Mobilizer system and Commcare Application to enhance the operating system and to better reach the target groups in different communities and to store the collected data.
